农村土地产权流转制度的缺陷与农地证券化选择

源于改革开放初期实施的农村土地家庭联产承包责任制,历经30多年的发展,在提高农业生产效率、促进农村发展方面发挥了积极作用。但随着改革的进一步深入,现行的农村土地制度也表现出一定的消极作用,阻碍了农村改革的进一步深化。文章针对农村土地产权流转制度存在的缺陷,提出了实施农村土地证券化的思路,并建议：继续推动和深化农村土地产权制度改革;建立健全农村土地使用权流转市场;建立健全农村土地证券化信用担保、信用评估体系;建立和健全相关法规,为土地证券化提供有力的法律保障。
