| 摘 要： | 新农村建设的主要推动者有农民、农村社会组织、政府和市场，这些推动者在新农村发展建设中有其各自的作用。正确把握和发挥好政府组织，特别是乡镇人民政府在建设新农村中的职能，对推进社会主义新农村建设起着非常关键的作用。探讨乡镇政府在新农村建设中的作用应该从农民利益诉求出发。

| Abstract: | The main promoters of the construction of new countryside are farmers,rural community organizations,gov-ernment and the market.These promoters have their respective roles in the new building of rural development.It is vitalto correctly hold and play the functions of governmental organizations,in particular the township People's Government in the construction of new functions in the rural areas.To explore the functions of town and township governments in the new rural construction should proceed from the interests of farmers. |
