| 摘 要： | 本文首先建立了上海外高桥保税区发展水平综合评价指标体系，然后针对不同综合评价方法得出的评价结果可能存在差异的现象，结合模糊综合评价和因子分析的特点，提出了一种把模糊综合评价和因子分析相结合的集成综合评价方法，并对上海外高桥保税区发展水平进行了横向和纵向集成综合评价。应用表明，该集成综合评价方法比单一方法更加全面和有效。
