关于稳健财政政策的若干思考

为解决需求结构性失衡,实现既防通胀,又防通缩的宏观调控目标,以及为释放和化解财政的风险压力, 保证财政发展和改革的可持续性,积极财政政策理应淡出。稳健财政政策实际上是在两难背景下作出的现实选择,其要点在于总量上的“稳步退出”和结构上的“有进有退”。具体措施包括逐步减少长期建设国债的发行规模、固定资产投资方向调节税的恢复征收、地方政府预算外与制度外投资的整治、收入分配职责的政府问合理配置、改革成本支付职能的履行以及与货币政策的协调配合等。

Some Thoughts on the Prudent Financial Policies

The positive financial policies shall fade out so as to solve the structural imbalance in demand, thus realizing the macro-control goal of preventing both inflation and deflation as well as to release and dissolve the financial risk pressure, ensuring the sustainable financial development and reform. In fact, under the dilemma the only realistic choice is the prudent policies, the key point of which is to exercise "steady withdrawal" in gross amount while "some advance and some retreat" in structure. The concrete measures include: gradually reduce the issuance scale of national debt for long-term construction, re collect adjustment tax for fixed assets investment, adjustment of offbudget or extra-system investment, rational allocation between government in income assignment, implementation of payment for reform cost, and the coordination with monetary polcies.
