论合理工资水平与我国的劳工政策

摘    要:合理的工资水平不但关系着劳资分配,还关系着国民经济的正常循环。在短期内,工资水平是通过劳资谈判确立的。长期内一国的工资水平会随着生产力水平的不断提高而提高。短期工资总是围绕着长期工资趋势线波动,这是一个马尔科夫试错性均衡过程。西方资本主义国家战后工资水平不断提高,劳动收入份额不断上升,和劳资谈判这一试错机制的贡献密不可分。我国要形成符合经济发展水平的合理工资水平,必须用劳工立法和和集体谈判纠正工人的弱势地位。

Abstract:Reasonable wage level concerns not only the distribution between labor and capital,but also concerns the normal circulation of national economy.In short term,wage level is determined by the bargaining between labor and capital.In the long run,wage levels will be raised as the raise of productivity.The short-term wage level is fluctuated around the long-term wage level,which is a Markov trial and error equilibrium achieving process.In western countries,the labors share has been greatly raised,which owe to the contribution of labor-capital's bargaining mechanism.In China,to form a reasonable wage level,the labor-capital's bargaining mechanism must be introduced to correct the weak position of the working class.
