| 摘 要： | 本文通过对国际上三种成功的养老金制度的比较,对我国养老金制度的目标模式提出了自己的思路。即在保留统筹账户的基础上,做实个人账户,并对个人账户资金采取私人分散管理的方式,建立相应的风险控制机制。以期实现提高制度效率和控制风险的目的。

| Abstract: | Based on the comparison of three successful pension systems on international, this article put forward some suggestions on Chinese pension system. Making the idle personal accounts full meanwhile preserving social pooling account, establishing private pension management system and appropriate risk management mechanism for increase system efficiency and control risk. |
