设置西部军地产学研技术创新指标体系的构想

在市场经济条件下,技术创新已成为提高国家核心竞争力、企业市场竞争能力和抗风险能力的重要因素。西部地区的军工企业相对集中,需要不断提高技术进步水平和技术创新能力,发展国防科技工业。本文提出了设置西部军地产学研技术创新指标体系的构想,并从指标体系设置的意义、原则、内容、评价步骤和方法及指标体系的设计说明等五个方面加以论述。

An Assumption to Design a Technology Creation——Indicator System on Production Teaching and Research to the Western Military Projects and Civil Enterprises

Technology creation has been the major factor to enhance a nation's competitiveness and to remain technology advancement and to strengthen the enterprises' abilities against risks.As an area amassed by traditional and military industries,it is of great importance to improve their technology creation and to keep up with the nation's development.This paper proposes an assumption to design a technology-creation indicators system on production,teaching,and research to the western military projects and civil enterprises.The assumption gives explanations of five aspects as follows: the design and explanation of indicator system,significance,principles,contents,steps and measures.
