The Model of Control Theory for Government's Regulation and Seeking-rent and Its Application

Regulation economics considers the market power causes market failures in collocating resources. The regulation is means which government corrects the market failures. Its mostly effects enhance efficiency of collocating resources and redistribution in the market. The regulation must enforces by kinds of policies and rules, then the results prove validity to recur the market. But the policies ,orders and rules of regulation have relatively steady target value, together with decison making, implement and feedback institutions of regulation and the objects of regulation form control systems of regulation,so they become the objects of seeking-renter.
