日本入关后对外贸易政策演变述析

日本入关后在经济贸易发展的过程中,政府强有力的宏观调控发挥了很大的作用,日本政府主导了对外贸易的发展及对外贸易政策的制定和实施。入关后,日本政府充分利用了关贸总协定(GATT)相关条款,一方面通过实施保护贸易政策为国内竞争力较弱的产业提供了充分发展的时间和市场空间;另一方面也实施了贸易和投资逐步自由化的政策。日本入关后到上世纪70年代中期以前实施的初级阶段战略性贸易政策是相当成功的,随后实施的高级阶段战略性贸易政策并没有取得很好地进一步提升日本经济实力的效果。

On the Evolution of Japan's Trade Policies after the Accession to GATT

Macro-control has played a vital role after the Japan's accession to GATT.Trade policies and even the development of trade have been dominated by the Japanese government,who has fully used the GATT rules after the accession.On one hand,the Japanese government has provided sufficient time and market for the non-competitive domestic industries with protectionist policies;on the other hand,the policies have moved to the liberalization of trade and investment.The strategic trade policy for the preliminary stage until mid 1970s was proven to be a success for,while the strategic trade policy for the senior stage has failed to improve Japan's economic competitiveness.
