试析中国农村人力资本投资

农村劳动力转移成为中国经济发展过程中的严重制约因素，而制约转移的根本在于农村人力资本投资滞后导致的劳动力素质低下。目前中国农村人力资本投资少，机会不均等，可以从四个方面进行改进，即增加农村教育的投资力度；对农民进行职业技术培训；加大农村卫生投入及破除就业迁移制度性壁垒。

Study on the Rural Human Capital Investment in China

The transfer of rural labor force has become a very serious restricted factor in the economic development of our country, but the fundamental reason is the low quality of rural labor force resulting from the undeveloped rural human capital investment. Aiming at ameliorating the existing problems of rural human capital investment, we can put into practice measures from four angles that are increasing the investment strength of rural education; carrying on the vocational and technical training of rural force; increasing of investment in rural health care; and eliminating the institutional barriers to transfer.
