| 摘 要： | 特定的行动集团是新农村建设中重要的主体基础。目前，在新农村建设中存在着农村、政府和社会力量这三个主要的主体来源。本文从新农村建设的主体角色特征出发，分析了农村、政府和社会力量在制度变迁中的潜在收益，以及有关主体面临的行动约束，由此探讨各主体对具体制度的需求，并给出制度设计的主要思路。
