“特保”措施政治经济评析

奥巴马总统在其任职的首个"特保"调查案中,采纳了美国国际贸易委员会的建议,对中国制造的进口轮胎征收高额关税。"特保"措施有其法律渊源,但"特保"措施的此番适用,实质是美国贸易保护主义政策的回归,严重影响了中美关系,不利于国际政治谈判与国际事务中美中两国的合作与发展。中国如何从经济的利益得失和政治的国际合作方面采取有效对策以避免"特保"措施的再度适用是我们需要思考的问题。

Among the six investigations on special safeguard measures handled by President Bush,although the ITC recommended quotas and/or tariffs in four of them,none of the six actually resulted in any economic measures being implemented.However,President Obama,in his first encounter with a special safeguard measure investigation,agreed with the Commission’s assessment and implemented the recommended duties against the Chinese tires.This tariff actually turns America back towards protectionism,and jeopardizes the relationship between China and the United States,which could seriously obstacle the cooperation and development on international issues between the two countries.How to avoid the impact of the special safeguard measure on China is the issue we need to think over.
