| 摘 要： | 在分析跨流域长距离调水工程特点的基础上,提出对跨流域长距离调水工程建设管理体制模式可以采取的四个方案:①项目法人责任制和承包型(非代理型)CM模式相结合的建管体制模式;②项目法人责任制和Partnering(合伙)模式相结合的建管体制模式;③项目法人责任制和Partnering模式+CM模式相结合的建管体制模式;④项目法人责任制和虚拟Part-nering模式+CM模式相结合的建管体制模式,并进行了比较分析。

| Abstract: | Based on the basic characteristic of an inter-basin long distance water transfer projects, the paper presents four management system model: the legal person responsible for projects + No-Agence CM approach; the legal person responsible for projects + Partnering approach; the legal person responsible for projects + Partnering + No-Agence CM approach; the legal person responsible for projects+ Virtual Partnering + No-Agence CM approach and comparative analysis. |
