发展循环经济,建立节约型社会的经济学思考

本文对中国发展循环经济与建立节约型社会的关系进行了分析，指出了二者的异同。认为中国应该明确未来一个时期的发展战略，用发展循环经济来统领经济增长模式的转型，把建设节约型社会作为发展循环经济的重要手段，以便在理论上使节约资源具有外部性特征，把推进企业和社会全体成员节约利用资源的政府行为建立在环境保护目标的基础上，使其具有经济学理论依据。

Deep Economics Thought on Developing Circular Economic and Establishing Economical Society

This article analyses the relationship between developing circular economy and establishing the economical society in China and points out their similarities and differences. It holds that China should definite the development strategy in the coming period and control the pattern transform of economic growth by developing circular economy, so that resources saving will have externality on theory and the government behaviors to promote enterprises and all social members to utilize resources economically are based on environment protection, as well as having economics theory basis.
