服务行政的价值生成、行为指向与监督机制

摘    要:后工业化的历史进程中,服务行政逐渐成为一种社会管理的典型范式。在政府与公众互动的逻辑视野下,由双向互动所统摄的管理型逐步走向协商型和参与型,在此基础上生发出服务行政的价值内涵;在学府与政府的互动过程中,服务行政的价值探讨丰富着公共服务的理论体系,并推动着服务经济的发展进程;为保障政府公共服务的公共性,以及公共产品供给的高效率,大众媒介的积极参与构成了行政行为的外部监督机制,该机制的健全与完善,将决定着服务行政的价值与行为指向的实现程度。

Abstract:Service administration has become a typical paradigm of social management in the process of post-industrialization.The management-oriented type is gradually turning to be consultative and participatory in the circumstance of interaction between the government and the public.And the value of service administration has formed based on it,which enriches the theoretical system of public services and promotes the process of economic development services in the interaction process of research institutions and the government.To ensure the publicity of government public service and the efficiency in public goods supplying,the active participation of mass media has constituted an external supervision mechanism,and the perfection of which will determine the degree of realization of the value and behavior direction of service administration.
