Property management in Beijing: problems and their solutions

This article, from the perspective of property right, defines the right of property management as an integral part of property right and examines numerous economic ane social problems resulting from the existing contradiction between the right of property and that of property management. Also highlighted are the importance and urgent need to construct the Implementation Measures of Property Management of Beijing Municipality rationally. While providing a positive analysis of the State Regulations on Property Management that went into effect in 2003, the article raises questions on the issues concerning the practicality and lawfulness of those laws and regulations which were promulgated for the purposes of implementing the above-mentioned State Regulations. The article concludes with nine specific and operable recommendations and suggestions to the Implementation Measures of Property Management of Beijing Municipality, which is still being drafted.
