摘    要:人才软环境建设对于人才的健康成长与脱颖而出有着至关重要的作用。在杭州,人才软环境建设已经成为其经济社会持续、快速、健康发展的一个重要因素。为了推动人才软环境建设的发展,结合杭州经济社会发展的实际情况,应不断加强人才的柔性流动,继续融入长三角及世界区域性人才开发的一体化,真正树立“人人都能成才”的科学的、新型的人才观,健全人才相关政策,实现人才管理体制“三大转变”,追求人才效益的最大化。

Abstract:The construction on soft environment of talents plays a crucial role in talents' healthy growth and showing themselves. In Hangzhou, the construction on soft environment of talents has become an important factor of constant, fast and healthy development of its economic society. To increase the development, we should continue to strengthen the flexible mobility of talents, integrate into talent development of Yangtze River Delta and the world, establish new scientific concept of talent-everybody is talent, improve related policy, reach three changes of management system of talents, and pursue the maximum of talent benefit.
