人才聚集现象与聚集效应质量互变系统研究

摘    要:人才聚集是人才流动的结果,当人才聚集达到一定规模时,可能产生人才聚集现象,形成人才聚集系统。人才聚集系统是一个开放的复杂系统,系统运行过程中存在着质量互换,其结果既可能出现人才聚集的积极效应,也可能出现人才聚集的消极效应。文章指出,为促进人才聚集现象向人才聚集效应转变,促进人才的合理使用,应建立健全人力资本市场,促进人才合理流动;优化人才聚集环境,遵守人才聚集效应系统质量互换规律,不断优化系统结构。

Abstract:Talent aggregation is due to going from place to place.When talent aggregation goes up to some levels,It may lead to the phenomenon of talent aggregation and result in system of talent aggregation.The phenomenon of talent aggregation is an open complex system.When the system is running,it can be exchange of quality.Its' result may not only lead to positive effort of talent aggregation,but also lead to negative effort.The article probe in the regular pattern which the phenomenon of talent aggregation turn into the effort of talent aggregation by using the system view and studying exchange of quality of talent aggregation.It also give rational using of talent an theorize basis.
