| 摘 要： | 文章主要研究在行政审批过程中,各职能部门必须处理好管理与服务、效率与公平、短期利益与长远利益之间的关系,秉承关注公共利益的同时提高行政效率的公共管理理念。文章对建设系统行政审批过程中的现实问题及原因进行剖析,建议将网络审批系统的建设工作提上日程,运用现代网络技术,科学、高效、准确地整合、公布、传递和运用各类信息,实施建设项目网络审批,实现政府行政审批办公业务电子化、无纸化、自动化,提高建设系统行政审批直接服务与辅助服务效率,规范审批过程与后续监量管理机制等。
