福建省政策性森林保险发展的经济学分析

政策性森林保险是深化林权体制改革的重要内容,也是发展现代林业的必由之路。首先对政策性森林保险的经济属性进行界定,然后对政策性森林保险的实施效率与补贴问题进行经济学分析,进而探讨福建省实施政策性森林保险的必要性与可行性,最后提出构建福建省政策性森林保险体系的具体思路。研究结果表明:福建省政策性森林保险制度的实施有利于提升社会福利的整体水平。因此,构建福建省政策性森林保险体系具有较强的现实意义。

Economic Analysis about the Development of Policy-type Forest Insurance in Fujian

Policy-type forest insurance is an important content of deepening the forest right system reform, and also the route one must take to develop the modern forestry. Firstly, define the concept about the economic attribute of policy-type forest insurance; and then use economic theory to analyze the implementing efficiency and subsidy questions of policy-type forest insurance; further more, discuss the necessity and feasibility about the application of policy-type forest insurance in Fujian province; finally, put forward some concrete ideas about constructing the system of policy-type forest insurance in Fujian province. The results show that: the implementation of the system about policy-type forest insurance in Fujian province is conducive to enhancing the overall level of social welfare. Therefore, the construction of the system about policy-type forest insurance in Fujian province has a strong practical significance.
