中国电力产业规制改革

30年来,中国电力产业规制改革已经取得了重要进展,但改革过程中也暴露出诸多新的矛盾和问题,主要表现在有效竞争尚未形成,监管体制没有理顺,价格形成机制不够合理,监管程序仍不规范。推进电力产业规制改革,国家应更大程度地发挥市场在资源配置中的基础作用,打破垄断、引入竞争,进一步深化价格形成机制改革;推进监管体制改革,促进合理监管程序的形成。同时,还应对电力企业采取合理的市场准入、质量标准等规制手段,推动电力产业更有效率、更加公平、更可持续发展。

Rules and Regulations Reform on China's Power Industry

Over the past three decades,reform of rules and regulations on China's power industry has made great progress.Many new conflicts and problems,however,emerged in the process of reform,specifically,oversight and regulation system is not complete;pricing is not formed on rational basis;oversight and regulation procedure is not standardized.In order to push ahead the reform of rules and regulations on China's power industry,the government shall make the market play its full part in resources allocation to its greater extent,break monopoly,introduce competition,further the reform of the price formation system,advance the reform on oversight and regulatory system,and promote the formulation of rational oversight and regulation procedure.In addition,the government shall put in place proper regulations on market access and quality standard for power businesses to push forward much more efficient,fair and sustained development of the power industry.
