基于价值工程理念的辽宁城市政府价值管理研究

节约型城市的建设，离不开城市政府的价值管理。城市政府价值管理的目标是最大限度地减少城市领域的浪费，降低城市成本，提高城市系统的整体效益。辽宁是工业大省，能源、资源消耗较大，各大、中城市都确定了节能降耗的目标，城市政府的价值管理将大大推进节能降耗的进程，加快节约型城市建设的步伐。本文基于价值工程的核心理念，提出辽宁城市政府价值管理的对策，并建立了价值管理评价体系。

Researching Value Management by Liaoning Urban Government from the View of Value Engineering

Construction of economy city is inseparable from the value management by urban government. The objective of value management by urban government is to minimize the waste of urban areas, reduce urban costs and improve the overall efficiency of urban system. Liaoning is a large industrial province, the consumption of energy and resource is more. Large, medium - sized cities have identified the goal of saving energy, value management by urban government will greatly promote the process of saving energy, speed up the pace of construction of economy city. Based on the core idea of value engineering, this paper puts forward the policies of value management by urban government, establishes the evaluation system of value management.
