| 摘 要： | 设计行政权力运行监控机制是一项系统、复杂的工程,需要遵循和把握法制与法治相统一的原则、程序与效果相统一的原则以及权力与责任相统一的原则。在此基础上建立行政权力运行监控的风险防范机制、信息传播机制、监控协调机制、绩效考核机制、责任追究机制和法律保障机制是防止以权谋私、保证行政权力沿着制度化和法制化轨道运行的根本举措。

| Abstract: | The design of monitoring mechanism of administrative power operation is a systematic and complicated project.Therefore,it must follow three basic principles that of unifying legal system and rule of law,procedure and effect,power and duty.Following the three basic principles and inspecting the actual process of monitoring mechanism of administrative power operation,we need to research into six kinds of sub-mechanism including risk prevention,information transmission,monitoring coordination,performance appraisal,responsibility investigation and legal guarantee.These kinds of sub-mechanism are different from each other,and have inherent logical relations between each other. |
