| 摘 要： | 为促进农民增收,党中央和国务院在新世纪连续七年出台＂一号文件＂聚焦＂三农＂。＂一号文件＂以其导向的鲜明性和权威性,产生了良好的政策效应,为农民增收创造了有利条件。然而,农民增收的艰难性要求＂一号文件＂寻求制度突破,实现财税制度、农产品价格制度、户籍制度和土地产权制度的创新。

| Abstract: | To increase farmers＇income,the Party Central Committee and the Sate Council have enacted No 1 document focusing on the three dimensional rural issues for the consecutive seven years.With its guidance and authority,No.1 document has produced favorable policy effects and created conditions to increase farmers＇income.However,the difficulties to increase farmers＇income require the breakthrough of system,creation of fiscal taxation system,system of agricultural products price and land property right system. |
