略论促进经济发展方式转变的干部考评机制建设

转变经济发展方式对干部人事制度改革,特别是对完善干部政绩考核评价机制提出了新的要求。现行干部政绩考核评价机制存在考核评价内容不够完善、考核评价方式和方法不够先进、考核评价过程不够民主和考核评价结果运用不够到位等与加快转变经济发展方式不符之处。需要从统筹安排考评内容、适时改进考评方式和方法、合理规范考评主体和程序、强化运用考评结果等方面进一步完善干部考评机制,促进经济发展方式加快转变。

The Building of Cadre Evaluation Mechanism to Promote Economic Development Mode Shift

Transformation of economic development on the reform of personnel system,in particular,on improving the performance assessment mechanism of cadres raised new demands.In the evaluation of existing performance evaluation mechanisms exist cadres appraisal content is not perfect,evaluation methods and means were not advanced enough,evaluation and assessment process is not democratic enough so there are discrepacied between the use of evaluation results and speeding up the transformation of economic development discrepancies.This paper proposes to co-ordinate arrangements for evaluation content,methods and evaluation methods to improve timely and reasonable evaluation of the main norms and procedures,and strengthen the use of evaluation results and other cadres to further improve the evaluation mechanism to promote economic development accelerated.
