| 摘 要： | 我国农村信用社改革自2003年来又掀起了如火如荼的新高潮，要深化农村信用社改革，既而做大做强，需内外兼治。“外治”主要是要完善农村信用社改革的五大外部环境：政策环境、法制环境、服务环境、信用环境、退出环境。

| Abstract: | The reform of rural credit cooperatives has entered a period of development again since 2003.For rural credit society,it is necessary to become bigger and stronger if improved inside and outside.In view of external improvement,it is urgent to establish and improve the five environments: policy,law,service,credit and withdrawal environments. |
