| 摘 要： | “三农”问题是中国国民经济和社会发展的首要问题，也是实现全面小康的关键问题，更是中国经济持续发展的根本问题。笔者从中国国情出发，提出了彻底解决“三农”问题的基本思路，并就“十一五”期间如何推行这一思路，提出了必须实施有关基本策略的设想。

| Abstract: | The three rural issues are key to China's social and economic development,as well as to the goal of an overall well-off society.It is a foundamental issue in the sustainable development of Chinese economy. Starting from China's reality and citing successful experiences abroad,the author presents the basic thoughts for thoroughly solve the three rural issues,and also lays out some underlying policy suggestions that is essen- tial to the effort during the 11th Five Year Plan. |
