广西县级政府投融资个案分析:状况、问题与对策

广西县级政府投融资对县域经济发展发挥了重要作用,但由于投融资渠道狭窄、平台治理结构不合理等问题,使县级政府投融资的发展陷入了困境。当前,应从建立债务总量机制、创新项目经营方式,实施归口管理、建立偿债基金,推动融资行为市场化,完善平台治理结构和改善金融生态环境等方面来促进其可持续发展。

Guangxi county government investment case analysis:situation,problem and countermeasure

Although the investment and finance of Guangxi county government has played an important role in the county’s economic delvelopment,but it has being in trouble as some questions such as investment and financing channels are narrow,platform’s governance structure is irrational and so on.To promote its sustainable development,the author puts forwords some suggestions for establishing mechanisms to total debt,invovationing project management methods,implementing the centralized management,establishing debt reserve fund system,promoting market-oriented financing behairor,perfecting the governance structure of platform,improving the financial environment,etc.
