| 摘 要： | 在全球化不断深入的过程中,在WTO框架下,黑龙江奶业集群面临着前所未有的发展机遇与挑战.只有构建集群创新系统,提高集群创新能力,黑龙江奶业集群才能够规避集群风险,实现可持续发展.构建黑龙江奶业集群创新系统,就要完善集群创新系统主体功能,培育集群创新环境,提高集群创新能力.

| Abstract: | In process of continues deepening of globliation, under the frame of WTO, Heilongjiang dairy clusters are facing the developing opportunity and chanllange. Only in the way of buliding innovation system to promote innovation capability, Heilongjiang dairy clusters can avoid dusters risk and realise sustainable development. To build the innovation system, Heilongjiang dairy clusters should perfect main part innovation function, cultivate innovation envirenment and promote innovation capability of clusters. |
