对发展我国水利建设投资基金问题的探索

从3个方面探讨发展我国水利建设投资基金问题：(1)水利建设投资基金的构成和形式；(2)我国设立水利建设投资基金的可行性分析；(3)关于水利建设投资基金的赎回和质押。指出：由于我国在水利建设融资方面存在的问题，使水利建设资金来源渠道十分单一，导致投资严重不足，阻碍了我国水利事业和国民经济的发展。因此应设立水利建设投资基金，制定相关法律法规，完善监督机制。

Some discussions about development of investment fund of water resources construction in China

The development of investment fund of water resources construction in China are discussed from the following 3 aspects: (1) composition and form of investment fund of water resources construction; (2) Feasibility analysis of establishing investment fund of water resources construction in China; (3) redemption and hypothecation of investment fund of water resources construction. Owing to the existing problems concerning financing in water resources construction in China, the financing sources are simple, resulting in insufficient investment, and it hinders the development of Chinese water resources industry and national economy. Therefore, investment fund of water resources construction should be set up, relative rules and laws should be enacted, and supervision mechanism should be improved.
