我国民族地区优惠政策效应评价与制度建设研究

国家在民族地区实施的优惠政策稳定性不够、有效性不足,是导致民族地区与东部地区的发展差距日趋扩大的根本原因。为缩小民族地区与东部地区的发展差距,促进各民族和谐发展,国家应从优惠政策立法、制度创新、限制公权滥用、人力资源开发等方面进行改革,加强优惠政策的法制建设,加大优惠政策的支持力度,以促进民族地区跨越发展,逐步实现各民族的共同繁荣。
