韩国渔业保险政策对建立我国渔业巨灾保险基金的启示

我国是世界渔业大国,自然灾害频发,但渔业巨灾保险制度至今尚未建立。论文结合渔业生产的高风险性,在分析我国渔业保险发展困境的基础上,介绍了韩国开展渔业保险和建立巨灾保险基金的成功经验,提出了建立我国渔业巨灾保险基金的设想。基金来源于政府、保险机构和社会等多个渠道,行使国家再保险职能,为了保障基金的顺利运行,需制定巨灾保险法案和完善政府财政补贴机制。

Learning from South Korea Fishery Insurance to Explore the Establishment of Fishery Catastrophe Insurance Fund of China

China is a major fishing country and natural disasters occur frequently,but the fishery catastrophe insurance system has not yet been established.Based on the analysis of high-risk nature of fishery production and the development dilemma of China’s fishery insurance,this paper describes the successful experience of fishery insurance and catastrophe insurance fund in South Korea and proposed ideas and policy recommendations of the establishment fishery catastrophe insurance fund in China.The Fund comes from the government,insurance agencies and social channels and exercises state insurance functions;we should develop catastrophe insurance law and improve government financial subsidies mechanism in order to safeguard the smooth operation of the Fund.
