| 摘 要： | 公共事件、公共危机的管理以及公共危机、公共风险的防范与事前控制在中国危机管理常规化还未形成体系而它们是公共危机管理的重要项目。本文从预防文化在公共危机治理中的重要作用为切入点,讨论预防思想的理论根源,并提出构建预防文化的建议和对策。

| Abstract: | Public events,public crisis management and public crisis,public risk prevention and crisis management in China,pre-control routine and they have not yet formed a system of crisis management is an important public projects.In this paper,a culture of prevention in the public role in crisis management as the starting point to discuss the prevention of Theoretical roots,and made recommendations to build a culture of prevention and response. |
