湖南省小型水库运行管理中存在的问题探讨

小型水库为促进地方国民经济发展、提高人民生活水平、保障社会稳定、改善生态环境作出了巨大贡献,但由于受资金、设计、施工等条件限制,工程设施普遍存在老化和损坏现象,严重影响工程的安全运行和经济效益的发挥,也给管理方面带来不少问题。文章分析了湖南省小型水库在运行管理中存在的主要问题,并提出必须从改革产权制度、加强队伍建设、严格制度管理、加大资金投入等四个方面入手,彻底根治当前小型水库运行管理中的问题。

Discussion for primal problems of the countermeasures in the operational guidance of the small reservoirs in Hunan

Minitype reservoirs make a great contribution to promoting development of the local national economy, improving people’s living standard, guaranteeing social stability and improving entironment; but limited by the conditions of bankroll, design and construction, engineering services generally exist aging and damage, which seriously affect the operation of engineering safe and the exertion of economic benefit, and also bring respectable problems for management. We must reform property system, strengthen procession building, reinforce system management and increase bankroll, and so we can trastically effect a radical cure the problems of the current minitype reservoirs management.
