| 摘 要： | 欧盟治理模式是史无前例的制度创新,创建了从以国家为中心逐步转移到以国家联合共同治理为重心的一种新型体制机制与全新的欧洲政治和经济结构。本文论证了这一后现代化的社会发展新模式的几个有独特创新意义的特征,剖析了它半个多世纪来的发展态势,认为欧盟区域共治是开创一个民族国家体系和跨国家区域共同治理体制并存发展新时代的典范。
