| 摘 要： | 伴随着我国社会转型步伐的不断加快,公众的各类公共需求总量以及对公共服务质量的要求也势必不断提高。如何通过大力提高地方政府公务员队伍公共服务能力水平,以满足公众日益增加的公共需求,并且保证所提供的高质量、多样化的公共服务能够满足不同社会群体的需求偏好,已经成为目前各级地方政府在推进服务型政府建设进程中的核心任务和主要工作方向。
