如何健全食品安全监管法律体系

近年来食品安全事件屡屡发生,其主要原因就在于其法律体系落后。对此如何健全呢?可从两方面着手:一是健全法制内容。增加全程监管、食品安全新标准,加大惩罚力度,实行法律问责制、食品召回制,确立风险检测立法,强化食品代言法律责任等;二是在法律法规制定的程序方法上,重视前瞻性规划的制定、公众参与立法及综合立法等。以此建立科学协调配套的法律体系,必将有力推动食品问题治理与社会转型进程。
