加快陕南小城镇建设思考

陕南已进入城镇化的快速发展阶段,小城镇在统筹城乡发展中起着独特作用,对陕南推进城镇化进程有重要意义。陕南在小城镇建设中面临着经济实力较弱、经济要素短缺、生态环境压力大、管理体制不利于小城镇发展等挑战;也有政策支持、基础设施改善、移民搬迁等机遇。在分析挑战和机遇的基础上,提出推进陕南小城镇建设的思路,并从提升科学制定规划能力,实现科学发展;提升要素聚集能力,实现聚集发展、规模发展;提升产业发展能力,实现持续发展等三方面提出具体对策。

Accelerate the Construction of Small Towns in Southern Reflections

Southern Shaanxi has entered the stage of rapid development of urbanization,small towns play an unique role in co-ordinating urban and rural development,on the basis of accelerating the process of urbanization has important significance.The construction of small cities and towns facing economic strength is weak,the shortage of economic factors,pressure on the ecological environment,the management system is not conducive to the development of small towns and other challenges;also there is policy support,infrastructure improvement,resettlement opportunities.Based on the analysis of the challenges and opportunities,this paper puts forward the idea of construction of small towns in southern Shaanxi,and from the improvement of scientific planning ability,the realization of scientific development;promoting the factor aggregation ability,to realize cluster development,the scale of development;to promote the industrial development ability,put forward specific countermeasures to realize the sustainable development three aspects.
