| 摘 要： | 由于邮政是担负着普遍义务的公用企业 ,存在着经济效益与社会效益之间的矛盾。邮政企业改革应兼顾这两方面的效益。文章从产权、管理体制、运行机制三方面对邮政企业改革提出具体的方法、途径。
