China’s reform and modernization construction adopt the exploratory mode of switching into internal system from outside system,testing before promoting and adjusting the target constantly,which make China’s current economic transition need top-level design and adopting measures of breaking through the barriers to vested interests,transforming government functions,reforming the income distribution system,boosting domestic demand,increasing core technological innovation,biding farewell to the land finance,reforming the stock market and developing the green economy.
