| 摘 要： | 英国率先提出“低碳经济”这一概念，将推行低碳经济作为缓解气候交暖、打破资源约束、实现可持续发展的一种战略选择。新疆是煤炭大省，本文通过对新疆煤炭产业生产单一、科技含量低、劳动生产率和经济效益不高等问题进行分析，认为亟待通过产业转型提高经济效益，发展以洁净消耗为主，防治污染的能源消耗模式，实现煤产业可持续发展战略。

| Abstract: | The Great Britain first put forward the conception ＂low -carbon economy＂, and makes its implementation a strategic choice to alleviate global warming, break resources constraints, and realize the sustainable development as well. Xinjiang is one of the provinces famous for coal production. Its coal industry produce is single, scientific and technological level is low, labor productivity and economic efficiency is poor. Therefore, it is of great necessity to realize industry transition to improve the eco- nomic benefit by developing an energy consumption pattern focusing on clean consumption and pollution prevention in order to re- alize the sustainable development strategy of coal industry. |
