| 摘 要： | 目前上海市鼓励设立跨国公司研发机构的政策制定以技术溢出为理论基础,希望通过技术溢出渠道提升上海城市创新能力。然而,福布斯针对中国城市创新能力的调查显示,2014年上海的城市创新能力在全国范围内只排在第5位,这就需要对现行跨国公司研发机构政策进行改进。首先阐述了上海有关跨国公司研发机构的政策历程,建立了包括政策工具、政策目标、政府主体作用等因素在内的政策理论框架,并探讨了现有政策存在的问题。最后,基于开放式创新理论,从有利于本土企业创新的角度出发,阐述了政策改进的思路与措施。
