环境规制与研发投入对绿色技术创新的影响效应

摘    要:绿色技术创新难以自发形成,需要外部激励。在回顾环境规制、研发投入与绿色技术创新相关文献的基础上,从系统学视角出发,构建了环境规制与研发投入对绿色技术创新产生效用的系统动力学模型,并以中国工业企业为例,实证检验了模型的适用性。同时,通过调控2005-2025年环境规制强度与研发投入的参数变化,模拟仿真绿色技术创新的动态变化。仿真结果表明,加强环境规制和提高研发投入均有助于企业绿色技术创新,环境规制在短期内优于研发投入的促进效果,但在未来低于研发投入的促进效果;研发投入对绿色技术创新有正向作用,且随时间变化不断增强;研发投入主体和投入对象应向企业转移,以突出企业促进绿色技术创新的主体作用。最后,根据仿真结果,为绿色技术创新的未来发展提出政策建议。

Abstract:Green technology innovation needs to be stimulated by external incentives. Based on the review of environmental regulation policy,R&D input and green technology innovation, from the perspective of system dynamics, the paper constructs the system dynamics model of effect of environmental regulation and R&D policy on green technology innovation, and empirically tested the applicability of the model. The simulation results show that to strengthen environmental regulation and R&D can improve enterprise's green technology innovation ,environmental regulation in the short term is higher than the R&D investment in promoting effect, but in the long run below the promoting effect of governmental R&D investment. The R&D investment has positive effect on the green technology innovation, and growing over time. Finally, according to the simulation results, the paper puts forward policy suggestions for the future development of green technology innovation.
