| 摘 要： | 长期以来,我国"单中心"的农村饮用水供给机制造成了饮用水供给低效甚至无效,而"多中心"的农村饮用水供给机制是现代社会发展的一个重要趋势。文章主要从饮用水供给机制的特征出发,结合理论与案例分析,总结出"多中心"农村饮用水供给的长效机制应是:多元化的供给主体责任分担机制、融资机制、供水方式机制、供给决策机制和监督管理机制。

| Abstract: | For a long time,the "single center" supply mechanism of rural drinking water causes the drinking water supply ineffective even invalid,while the "multi-center" supply mechanism of rural drinking water is an important trend for development of modern society.This article proceeds from the characteristics of supply system of drinking water and combines with theory and case studies to summarize the long-acting supply mechanism,which should be: the diversity of burden-sharing mechanism,financing mechanism,water supply mechanism,supply decision-making mechanism and supervision mechanism. |
