| 摘 要： | 排污权初始分配是排污权交易和排污总量控制的基础,文章在分析大气环境容量的基础上,提出了排污权初始分配的两种方式,建立了相应的数学模型,并讨论了这两种分配方式效率之间的关系,得出在不考虑交易成本的条件下,排污权初始分配的市场分配方式可以实现计划分配方式的整体最大效益.
