| Abstract: | During the recently held International Conference on Population Development in Southern Africa, delegates seemed to be reluctant to face post‐modernisation theories on development. The cultural concept was also used in a static way. Delegates seemed to be afraid to ‘politicise’ issues. This is a pity, because ultimately good practice is informed by good theory. |
