“3R”产业是随着循环经济的发展而出现的新兴产业部门。近年来,日本在建设循环型社会的过程中,“3R”产业取得了长足的发展。日本主要通过以下途径发展“3R”产业,即建立企业内部“3R”系统、建立企业间资源循环利用系统、建立生态城市和循环型地区的“3R”产业系统。为保证“3R”产业的发展,日本建立了一系列支撑体系,包括法律体系;产、学、官、民的合作体系;技术体系;废弃物回收、交易体系;绿色产品市场等。

An Important Mainstay Industry in a Recycling-type of Society--The Development of Japan's "3R" Industries

The "3R" industries are a rising industrial department that has emerged with the development of recycling economy. In the recent years, Japan's "3R" industries have been greatly developed in the process of the construction of a recycling-type of society. Japan has developed its "3R" industries mainly through the following approaches: the establishment of inner-business "3R" system and inter-business recycling and utilization system, and the construction of "3R" industry systems in ecological cities and recycling-type of regions. To ensure the development of "3R" industries, a series of supporting systems have been established by Japan, such as a relevant law-making system, a manufacture-research -government-civilian cooperative system, a technological system, a waste recovery and transaction system, and organic product markets, etc.
