日本综合科技创新会议（CSTI）中的科技外交工具研究

当前，世界各国纷纷立足科技创新，以科技外交为触手参与国际竞争和规则重构。日本综合科技创新会议（CSTI）是日本最高科技政策咨询决策部门，其重要职能之一便是促进日本科技外交发展。本文基于中国学者张冀燕对科技外交工具的分类，以CSTI的发展、产出成果中展现的工具性为切入点，分析日本科技外交发展特点，为我国发展科技外交提供策略建议。

Research on S&T diplomacy tools in Council for Science, Technology and Innovation (CSTI)

At present, countries all over the world depend on scientific and technological innovation, and take science and techology diplomacy as the tentacle to participate in international competition and rule reconstruction. CSTI (Council for Science, Technology and Innovation) is the highest science and technology policy advisory and decision-making department in Japan. One of its main functions is to promote the development of Japan''s science and technology diplomacy. Based on the classification of science and technology diplomacy tools by Chinese scholar Zhang Jiyan, this paper analyzes the development characteristics of Japan''s science and technology diplomacy and provides strategic suggestions for China''s development of science and technology diplomacy by taking the instrumentality shown in the development and output results of CSTI as the starting point.
