林农视角福建省林业生产类公共信息服务研究

通过问卷调查了解福建省永安市、尤溪县、连城县、永泰县这4个重点林区林农生产类公共信息服务需求情况。在此基础上,以林农个体特征、诱导因素、生产类公共信息服务获取渠道、信息质量、林农付费意愿、林农对信息服务人员的认可等作为林农生产类公共信息服务需求的预期影响因素,利用多元线性回归分别对林农生产类公共信息服务需求影响因素进行了实证分析。结果表明:林农需求的主要影响因素为林农的健康状况、家庭林业年收入、林农付费意愿、对服务人员的认可和信息获取渠道数。因此,提出拓宽林农公共信息服务获取渠道;从数量和质量上提高林业公共信息服务水平;注重信息服务人员与林农需求之间的对接以及提高林农对信息的认知等建议。

Research on Public Information Services of Forestry Production in Fujian Province from the Perspective of Forestry Farmers

(1)Background——In the era of big data,that the service-oriented government can accurately acquire the demand of forestry farmers for public information services of production and enhance the ability of public information services of forestry farmers' production can be conducive to increase the enthusiasm of forestry farmers for production,thereby promoting the development of forestry and the construction of the service-oriented government. As a large forestry province in China,Fujian has a large number of forestry farmers. It is extremely important to understand the real needs of forestry farmers and enhance the ability to provide public information services of production for them.(2)Methods——Four key forest districts,Yong'an City,Youxi County,Liancheng County of Longyan City and Yongtai County of Fuzhou City,were selected to investigate the demand of forestry farmers for public information services of production in Fujian Province through questionnaire survey. On this basis,the individual characteristics of forestry farmers,inducing factors,channels for the acquisition of public information services of production,information quality,the willingness of forestry farmers to pay,and forestry farmers' recognition for information service personnel are taken as the expected influencing factors of the demand of forestry farmers for public information services of production. Multivariate linear regression is used to empirically analyze the influencing factors of the demand of forestry farmers for public information services of production.(3) Results——The calculation results show that the average total demand of forestry farmers for public information services of production is 3. 82. According to the ranking of scores,they are forest planting technology information,pest control information,meteorological disaster information,price of means of production and variety information,policy interpretation information,forest fire prevention information and forest felling recruitment information. Among the influencing factors of farmer' demand for public information services of production,the health status of forestry farmers,annual income of family forestry,farmers' willingness to pay,and the number of information access channels are all positively correlated. The recognition of forestry farmers for service personnel is negatively correlated.(4) Conclusions and Discussions——Nearly 80% of forestry farmers have no more than three channels to obtain public information services in production,among which the younger they are and the higher their income is,the more channels they have to obtain public information services in production. Public information services directly related to forestry production behavior are more popular among forestry farmers. The health status of forestry farmers,annual income of family forestry,farmers' willingness to pay,recognition for service personnel and the number of information access channels mainly affect the demand of forestry farmers. According to the above calculation results,the government should broaden the access channels of forestry farmers' public information services,improve the level of forestry public information services in quantity and quality,pay attention to the docking of information service personnel with the needs of forestry farmers,and improve their awareness of information.
