Through in-depth analysis of the difficult situation and reasons of China's county government, this paper explores the new ways to strengthen the capacity building of county governance actively, proposes the thought of deepening county's economic and political structural reform, promotes county (city) to transform from versatile government to service-oriented government, innovates the township-hub rural public administration and social service network, builds vigorous autonomous organization at village level, and promotes the stable development of county's economy and society.
